It was 1994, according to the internet. Michael Fay. He got busted for theft and vandalism while he was over there, and caning – being beaten with a bamboo cane – is a regular punishment in their legal system.
The general consensus among people I knew at the time was: well, you’re gonna break the law in another country, you’re gonna hafta live with their punishments.
